La Tebaida - Montenegro Road (Parque del Café), Vías para la Equidad (Roads for Equality) Program, Module 1.

Scope :Supervision services for the upgrading, land registry, social and environmental management of La Tebaida - Pueblo Tapao - Montenegro road in the Department of Quindío for the Roads for Equality Program, Module l .
The project comprises the road section connecting Montenegro, Pueblo Tapao sectors up to the village of San José in the municipality of Montenegro, Quindío. Length:17.8 Km. It mainly serves users of the Municipality of Montenegro, Parque del Café, and Pueblo Tapao and the village of San José. It also connects the national highway with the municipalities of La Tebaida and Armenia. This section is a secondary road serving agricultural areas transporting mainly coffee and bananas to the municipalities of Montenegro and La Tebaida in the Department of Quindio. This is also a tourist corrido with large vehicle traffic.
VQ provided supervision service to the following activities conducted by the Construction Contractor:
✸ Review of existing studies and designs. ✸ Improvement of flexible pavement structure.
✸ Technical, social, land registry and envionmental management as per studies and designs, including:
- Expansion of the existing road along the entire corridor to comply with road upgrading parameters; construction of a road to access the Parque del Café ensuring adequate traffic flow levels; construction of a 120 m bridge over the Espejo River.
- Earth works: cutting, embankments, excavations, fills, dump areas; construction bon·ow material exploitation; landslide removal and dump site management."
- Surface water management including stabilization, containment and drainage systems.
- Inspection, upgrades and maintenance of bridges and pontoons.
- Pontoon extensions to keep the road width as per design.
- Supply and installation of road safety devices; horizontal demarcation and retroreflective road signage, signage installation aimed to protect pedestrians in school zones. Safety elements upgrades (vertical signage, curve signage, lateral barriers, etc.), where required as per the Colombian Highway Signaling Manual (Manual de señalización vial -Ministerio de Transporte).
- Relocation of public and private utilities affected by the works.
