Owner’s Engineer Services for the OCENSA’s Infrastructure Projects Portfolio.

Oleoducto Central SA - OCENSA
Scope:Scope : Owner's Engineer Services including project management and technical, administrative, financial and HSE supervision of contracts issued by OCENSA for the development of its Infrastructure projects along the Central Pipeline.
The Central Pipeline, also known as the Cusiana-Coveñas Pipeline, has a length of 836 kilometers on land and 12 kilometers under the sea. Associated infrastructure comprises of ten pmnp stations, a pressure reducer, a marine terminal, tanks to store up to five million barrels of oil and two offices for the coordination of maintenance activities.
VQ's services included the following:
1. Project Management: planning, project control and closing processes in accordance to the OCENSA Project Maturity Model. This Model is based on the Project Management Body of Knowledge (PMBOK®) 5th Edition and the PMI® construction extension, specifically the knowledge areas of integration, scope, time, cost, quality, human resources, communications, risk management and acquisitions.
2. Contract supervision: Contracts Supervision: technical, administrative, financial and HSE Supervision including project monitoring, coordination and control to ensure fulfilment of overall technical and contractual obligations.
Relevant projects included:- AD600 Project to increase the system capacity to transport heavy crude (specified to be 600 centistoke viscosity). Activities were conducted at the Cusiana, El Porvenir, Miraflores, La Belleza, Vasconia, Caucasia and Covenas Stations.
- Cusiana un loading fire control system installation including ng tie-ins to existing lines.
- Cusiana's Storage Optimization Project:
electromechanical installation of two Receipt Transfer Lines of the Cupiagua Receiving Systen1 that connects the Cusiana Unloading area of the Ecopetrol CPF facilities. - Coveñas Dilution Project - Covenas Terminal: includes piping installation from the receipt, measurement, storage and diluent pumping systems to the injection and mixing locations; tie-ins for interconnections o and construction and assembly of dilution skids.

- Roads improvement in the municipalities of La Belleza, Florián, Jesús María and Sucre in the department of Santander.
- Implementation of the OCENSA storage tariks protection system against atmospheric discharges in the CPF Cupiagua, Cusiana, El Porvenir, Vasconia and Terminal Coveñas Stations
- Vasconia, Chiquillo, La Granjita and Páez Stations: Civil, environmental and electromechanical restoration works associated with the closure of the P135 Project.
